With this, Flynn can control Mayim's form making it Ice or Steam and control it to a degree. Note that, there still must be enough water present for him to work with, and it must still be in liquid form when he initially forms the elemental. It's also important to note that he can control steam, not water vapor, it still must be liquid ENOUGH to be able to be seen/felt with human senses (even if most people's senses aren't keen enough to do so). Similarly, Flynn can turn Mayim into Ice, but he cannot command the parts of it which are entirely frozen solid directly (he has to use other parts of the elemental that he can control to manipulate the parts he cannot).
Additional capabilities: Flight: Through becoming steam, note that said flight only works in an atmosphere which is thick enough/gravity that is weak enough for steam to rise. Ice Armor/Weaponry: Fairly self explanatory, Mayim becomes ice in some form.
